In general, yes, you can, but it is a bit of work. The shell will need to be reamed first, and any projecting tubes ground down flush with the shell. Then fresh threads can be cut. Here's a Viscount I recently reamed and tapped with Italian threads, and the Bicycle Research tools I used for the job:
