About the frame geometry A 10.5" bb is plenty high for a fixed gear/ track bike, I own a few, and they all have 10.5" . I used to race on a velodrome at least 40 times a year for quite a few years on a bike with 10.5", and never hit a pedal. It is common practice to raise the bb up to achieve a flat top tube. but unfortunately it eats away at the stand over. I know I said a 51cm top tube is short, but for instance i have an old reynolds Schwinn Paramount track bike, 21" frame and it has a 57 cm top tube with a downward pointing short Cinelli stem.
So a long top tube is not so unusual I built myself one that has a 54, and it is fine. So it comes down to, do you want that traditional track look with flat tt, with little stand over or something a little more modern looking.
