Yes, it's a Zeus "porta-tubulares." And you can fix the broken elastic by replacing it with a suitably sized "O-ring" available at most hardware stores.
Did that twice over the years (decades), using Hoover drive belts, before deciding it wasn't worth the effort or expense.
