Changing to flat bar shifters and levers can be done while using you 9-speed road derailleurs, look into Shimano 9-speed SL-R440-9 shifters :

Also, converting to "flat-bar" shifters would mean replacing the front derailleur. Shimano "road" and "mountain" front derailleurs use different amounts of cable pull.

If you want all the controls on the tops of "drop" handlebars, consider Pauls or similar shifter conversions:
