I have been to both places and I think Portland has a big edge.
One point around here is that bike commuting apparently peaked around 2008/2009 when fuel prices were peaking and the recession was peaking.

One might not be surprised if cycling increases in a community with hard economic issues to deal with.

And, apparently there are lots of holes in the bus service in Detroit... A big discussion last year about a guy being given hundreds of thousands of dollars because he was walking to work.

Anyway, it wouldn't be surprising to see utility/commuting cycling increasing in Detroit.
