If that is a park ccp-1, I read some other threads on that tool and everyone is saying it is 22mm and 23mm. Can you put a caliper on it to check?
You are correct, they are both 23.mm, which explains something that happened years ago. I did strip a Stronglight crank, drive side, of course, but at least I learned how to "fudge" removal without screwing up the crank any worse.
