Update: So I contacted Garmin and they asked for some more information which I've sent to them and am also posting here. Luckily(?) for me I've found a patch of road where it's super easy to trigger this undesired behavior.
Here in NYC Riverside Drive has a metal bridge between 129th street and 134th street. This style is pretty common to the area. Here is a photo:

I went out this morning and did 4 runs up and down this stretch as this is a place that I can replicate the problem at will. Here are the shaky videos so you can see the problem:
