Not really. I mean yes, contact cement and regular old "rubber cement" sold in stationery stores will work, after a fashion, but for best results get a real vulcanizing cement. Niagara Cyclery sells larger cans of Rema cement. That's about the best there is. I prefer to get fairly small tubes, though, small enough that I can carry at least one extra whenever I ride my bike any distance. They have a tendency to dry out.
