+1, 40-609 is an odd size , standard 27" rims are 630 , maybe the fact that you need a rare rim size and its a utility black wall,

is why they were so cheap . You probably do not have a 609 rim. (40 is the width)

I have used Utilitarian tires in 40 width, but they were 622..
