if by chance you have a frame with some attatchment points for brakes, you can pick up a used mountain bike and transfer most everything over. the brakes are the sticking point. you could find a hub with a drum or roller brake for the rear (maybe the front too), and change forks for something that will take some kind of brake, but that starts to turn into might as well have just brought a new bike.
