...those are fender eyelets. I suppose someone in Italy must have been making touring bikes at that time, but I've never seen one in person.

...this. I actually have a similar aged red Pinarello frame in my "what am I going to do with you ?" pile. It came with that same Rally RD, which I thought strange, but maybe some of the not so finest ones came so equipped, or maybe someone just wanted more range on the gearing?
