I wore one of those in the early 70's, little did we know they were ineffective.
But they were the best protection at the time, today we have better, lighter helmets. Many places today require them for children under 18 y/o.
Make me angrey to see parent riding with kids, and the old folks go helmetless, but the kids wear the helmets. IMHO it is a bad example.
