Sorry, missed the questions somewhere along the line. You might have even bought a bike by now

Yes, if you do go with front suspension make sure it has a lockout. Hydraulic lockout is much better than mechanical as well. Mechanical never seems to fully lock out ( there's still some movement) and you have to stop, unweight then lock/unlock the suspension. Hydraulic you can do while you're riding and is a much firmer lockout.

Theres two schools of thought here:

1. Buy the best you can afford. Worst thing is to buy a "lower bike" to save money but find it doesn't work for your, shifts badly, is uncomfortable, breaks, needs constant adjusting and then you don't ride it. Buying the best you can afford gets you the best "quality" for your $$ Higher level components will hopefully be smoother and last longer.

2. Buy the cheapest you can afford as you'll get the bug so bad you'll be buying a new bike soon anyway. For me see 1 above

I'm more the type 1 , and my DS 8.4 was the best I could afford at the time and I've kept it because it's still a great bike and still ride even though I've now got two other bikes They're of a different type , so there's no real cross over .

What's the difference between hydraulic and mechanical discs? And which is better?
I have hydraulics and my son's 8.3 has mechanical. Either will be fine and to be truthful if you're not riding in muddy or wet conditions you don't even need disc brakes. If the option's there I'd go with either/or. Hydraulics feel better and smoother IMHO (but on the other hand are more expensive and complexed to maintain ) .
