Brake Lever Clamp Size

I'm planning to purchase the Cinelli Pepper Handlebar and I need a front brake lever. I'm not sure how to determine which clamp size would be appropriate for the brake lever. The Cinelli Pepper handlebar has a 31.8mm stem clamp size with a 22.2mm end diameter. I was looking at the Tektro Top Mount Cross Levers which are available in sizes 24mm, 26mm, and 31.8mm. I can always shim the brake lever if it is a little large but ideally I would purchase one that fits well. What am I missing or how do I determine the appropriate clamp size for the brake lever?
