My 1996 BSC Athena bottom bracket did with a flush drive side and in-spec shell (Athena BBs were flange-less on both sides).

Campagnolo doesn't make different cartridges for English (68mm) and Italian (70mm) shells. If I was making cups for both without CNC, I'd reference the cartridge bore depth off the outer face and use the same setup for both. That would produce English NDS cups which are 2mm proud.

A little extra would also keep the shell threads covered if the chain line was adjusted right.
