Its called drafting. I do it all the time, but with typically with people who I know (and who know I ride in pace lines a lot). I can see how it would be irritating with strangers! LOL.
Actually, in this case it is called "motorpacing" This is a great training tool providing a rare opportunity to ride with a fast fluid motion that looks effortless if done right. I would love to motorpace at 23mph behind an electric bike (or heck, 30mph is a good motorpacing speed). It would make my ride effortless.

motorpacing behind a (2-stroke) moped stinks, literally. I hate it. cough. cough. cough.
