Hi, 9606, I generally do not refill powder while riding though I have done so from time to time when I didn't want to get dropped. I just use a snack-size ziplock since my powder refill is only 5 TBS of powder. On the bike, I can usually shelter the refill process somewhat from the wind using the top flap of my Gilles Berthoud handlebar bag. Just have to be careful not to spill powder or water in the bag.

Usually I just get set up to do the powder refill the moment I get off the bike, that way I don't forget to do it.
