Fenders on my winter bike and my "currently raining/rain in the forecast" bike. No fenders on my others.
I tend to error on the conservative side with the forecast and ride the appropriate bike. Occasionally I'll get surprised and ride a fenderless bike to work on a clear day, then have to ride home in an unexpected rain. That's not fun, but I survive and the bike cleans up. Thankfully it only happens once or twice a year.
