I dunno how it is in the EU...but surely the business owners after issuing warnings in the afternoon can call the 50 for parking violations of some sort?

Any kind of vehicle fine tends to be big $$$ in that part of the world.

Further the UCI needs to enforce its own rules. OTOH, Sky is their favored son right now.
