However, you could reuse the whole head tube.

The Raleigh badge may be able to be sold on E-Bay, and I don't believe the Nervex Pro lugs are available NOS anymore, so they should be worth at least a few bucks to a frame builder.

I've picked up a couple of damaged frames on E-Bay... hoping to get them rebuilt for future projects.... just a little slow doing that. In many cases, a whole frame with BB, headset, and CF fork will be sold for less than the value of the fork alone... Although the market can be a bit fickle.

I will admit that it is odd, but I'm not surprised to see damaged frames being hacked up.

With the Raleigh, including the headtube guarantees all parts are included, and helps add positive ID to the fork. I am a bit concerned about that spot of rust immediately behind the top lug. It makes me think the frame may well have had front-end damage.
