Did you google 'Phoenix 101 tubing' ? Seems to be an English thing, which would suggest an English bike. Your photos don't let me identify any of the components; better photos, showing lugs, crank, derailleur, hubs, etc, we might be able to tell you more.
Top tube cable guides suggest a bike not earlier than the mid 70's. That, combined with 5 speed drive train and cottered steel crank, suggests a pretty low end bike.
