Not likley any connection, the first Lambert bikes ( the ones that had lugs) also had many of the components built by Lambert or rebranded by Lambert. Examples here. The Phoenix tubing is just an interesting parallel.

Interesting though, Viscount was heavily invested in by Yamaha Motorcycle Co.
