those clues point toward "Japan": the 26.8 seatpost could indicate Tange tubing (possibly Ishiwata), that nut on the downtube for shifter means either SunTour (was there a Shimano "aero" shifter that used this?) and seen on a few Miyatas (and sister Univegas) and Nishikis. The serial number would be a great clue for somebody with a memory for these (like T-Mar had) but I'm too forgetful for this. That semi wrap-over stay treatment will probably clinch it once somebody recognizes the serial number convention. I've seen some Fujis and Lotus-es that used that style, but not sure if either brand fits this case.

BTW the stamping on the BB is a bit faint in places, plus the photo is soft, so can you confirm the letters/numbers?
