Stop sign question for bicyles

Hi. Had a question. So, I am in California and was going down a lightly traveled rural road. Came to a stop sign where the line on the road for the stop sign went across the road but stopped at the bike lane. On my right was a drive way for a small business, not a road. At any rate, seeing there was no cars around or people for that matter, I went through the intersection, slowing down but not stopping. A CHP pulled me over about a quarter of a mile down the street and gave me a ticket. I was just wondering if anyone knew if bikes could go through a stop sign if the line across the road did not cross the bike lane. It just sort of seems that the way the road was marked that the bike lane did not have to stop as if the line across the road at the intersection went all the way across the road and on through the bike lane.
