I almost never perform a complete stop when there is no traffic, regardless of the vehicle I'm using. However, I only do that because I know it's very unlikely that a cop would actually pull me over for such a thing in my country. When visiting another country where the police is actually a thing, I wouldn't risk it. And since the law is the law for all road users, cyclists must follow it as well.
