"Thanks to Scooper suggesting that I email Reynolds, I was able to learn the background on the Reynolds 700 Classic tubing that the bike was built with. This was the response:

The Reynolds 700 series was in our range for only a short time 1982 to 1983. It was a concept tube set with 531 main tubes and 753 rear stays/fork in road tube sizes. The 3 main tubes were NOT butted, but had 8 flats running the full length (except seat tube where it was only partial). A very fine machine by the way.
