Almost all of those drink machines have water on them. If you're buying a snack, I wouldn't bother asking about water, and just use the water from the drink machine.

Not all convenience stores around here have soda fountains. I don't have any problems with being told I can't have water out of the soda fountain at a fast food restaurant whether I'm buying something or not, as a matter of fact one trip I stopped at a Wendy's and the nice girl behind the counter told me I could fill one of the bottles with Powerade at no charge if I wanted to, I didn't, but it was a nice offer.
The convenience stores without fountains and refuse to give out tap water are the ones that are privately owned, located miles from another store so they pretty much have the you trapped if its really hot.
