The Cargo Classic 26" will fit on a 700c DT due to the mounting point being a pit higher (2cm) on the tall Surly cast dropout, and still fit the largest fenders and tires. I have one mounted on my DT with VO Zeppelin fenders and 700x45 tires.

The 26" version of the Cargo Classic/EVO rack probably fits a 700c DT better than the 11mm taller 700c model Cargo rack.
