If you look at the OP's pic, what Lemond was doing is pretty much a protoype of the shoe in your pic.

First Pic has two leather straps wrapping around the sole and top of the shoe.

Your shoe has fairly substantial velcro straps anchored in the sole wrapping around the top.

I do not doubt that Lemond's concern that the top of the shoe be up to pulling up was the driver for the design of the shoe you posted.
