The Weinmann rims that came on the '71 Paramount P-13 I just picked up have the lightly knurled braking surface. I suspect that these rims are original to the bike. Could the knurling be a late 60's - early 70's revision?
Weinmann clincher rims, especially the ones that had dimples around the spoke holes, often had that serrated pattern. It didn't seem to improve braking effectiveness in the slightest, though there was an audible difference. We used to smooth the pattern off with fine sandpaper...
