If it is a quality frame (whether badged Raleigh or Carlton) it'll be made by Carlton (in Worksop, Nottinghamshire). I've interviewed ex-Carlton employees for my book on the SBDU, as some ex-Carlton builders moved to the SBDU in Ilkeston, Derbyshire in 1974.
