The bike's rear dropout was originally a 126mm OLD. It seems like it was actually closer to 128 as I have stretched 2 of these frames for 130mm and only had to move each of them about 2mm.

I know you mentioned getting used, but I figured its worth just seeing what you can get new since it’s a lot easier and the quality is good.

Good rugged rims that are double wall etc. They are 27”, but plenty of good tires are available for this size and its what was originally on the bike.

I have these rims and spokes on my Voyageur 11.8, only they are laced to different hubs. I am sure the hubs listed are more than serviceable for what you will want to do.

Another option would be a local bike co-op/kitchen. My local one sells new 27” wheels for about $45 each and I believe they are the ones in the 3rd link- Wheelmaster Weinmann lp18s.
Co-ops should have tons of wheels in stock that are used, but you will have to know what you are looking for to find a couple that are in good shape.

Craigslist is the other suggestion- every CL has a bike parts section.

Just make sure whatever you get spins well. Repacking hubs with fresh grease would be best, but if they spin freely and without wobble or grinding, odds are you will be fine for awhile.
