i carry a pump and 2 co2's and at least one tube at all times. most recent "ride" i did i got a flat on a gravel descent, so i used the new tube. 50 miles later i get a double pincher on another gravel descent, pothole hidden by a shadow. first tube patched fine, couldnt get the rear tire patched perfectly and i used all of the 6 patches i had trying to get it to seal.
fed up, i used the co2 to blast some air into the tire every few miles until i got to a bikeshop and bought 3 new tubes. if i only had the pump, the rate at which air escaped and air was put in was too close, so i wouldve been stranded.
co2 saves.

It's packed tight. The Park IB-3 is probably overkill, so I could save a little space by carrying a simpler multi-tool.
looks tight, but keeps things from jingling around back there and working holes in stuff (which i have a problem with only a couple months after i bought (what i thought was a tiny) topeak saddlebag
