Right. If it's not too cold to ski, it's not too cold to bike although you may dress similarly.
I spent the first 15 years of my adult life in Boulder, CO where I used a spare wheelset with 27mm cross tires mounted for commuting on snow days.
Of course when there is snow on the side of the road, with some of it frozen, some of it melted, some of it refrozen, pot holes, road salt, little to no room to ride your bike, even though you can ride, its not the best decision to do so.
