The British cycle speed record was set by motorcyclist Guy Martin using a custom steel Rourke bike with 26" MTB wheels.
Previous records have been set using 20" wheels.

Strength/weight ratio is better with smaller rims.
For the same spoken count, smaller rims are stronger, so you can usually make do with fewer spokes.
I use 26" and 700c and like both.
