Rear derailleur pulling forward / replacement front derailleur

So I bought a well used 2 x 5 Fuji Arcadia for my wife, and I've trying to get it fully operational. So far I've changed out all of the housing and cables as well as bar tape, put new tires on, replaced the brakes with a new set, and replaced the safety levers with a new set of levers and installed crosstop levers (at her request). Right now I've got everything braking fine and after a struggle (a limit screw was set incorrectly) the gears are shifting smoothly. I still have two problems that Google has been unable to aid with.

1) I can't get the front derailleur to shift correctly. I set it on the largest gear and smallest chainring and set the low limit screw, but when trying to shift it immediately jumps back onto the smaller chainring when releasing the shifter. After trying to adjust the high limit screw I realized that turning it does absolutely nothing, so I'm going to replace the front derailleur. However, I need to know what kind of derailleur will fit my gearset. The link below is the only derailleur I could find that specifies working with a 2 x 5 setup, but I was hoping to get something better... unless someone says that it looks fine. Oh, and the chainring shifter is friction while the gear shifter is indexed.

2) As you can see in the pictures, the rear derailleur is pulled pretty far forward on the largest gear. I also don't have a B screw on the derailleur, and I'm unsure what I should do to fix this.
