Yes I know he picture isn't the greatest. And yes, the white line is difficult to see. It's also difficult to see with the naked eye. I had to use the light (it's actually not a flash) to get exactly the lighting that allows the camera to see the line.
this looks like a crack to me. i would suggest sanding the paint off of that weld so you can get a good look at it. don't ride this bike anymore until you know for certain.
