Have you removed the tire and checked just the rim without the tire?
Before taking on the project, verify whether the hop is a flat spot or dent, or an off-center rim. I.E. If the hop is inward, and only covers a couple of spokes, then it may be extremely difficult to remedy, especially if the low spot already has low tension spokes.
On the other hand, if the hop covers about half the spokes, you'll be fine.
If that's the case, I may be over exaggerating the 3-5mm figure. It's visible with the tire off, but more pronounced with it on. It does seem to be over maybe a 1/3 section of the wheel, but I wasn't sure if it was worth further compromising spoke tension equality to correct it!
