With 36 spokes, you can loosen the brakes and the wheel wobbles a bit. With 32, it depends on the brakes -- you might have to disable (fully open) the brakes on that wheel. I really don't know what happens with 28 spokes...
I have 28/32 on my bike at ~250# (maybe just a tad more). I haven't had an issue, and I even pinch-flatted a tire when I was going too fast, and couldn't avoid a sewer grate that was about 1.5"-2" below the street (actually, I may have not touched it, but the other side was a b**ch).

And I should never have to mess with the brakes if a spoke pops. Of course, that may be because I have disc brakes. Which is something clydes should consider.
