I am considering the Tektro CR70 brakes for the rear but the Tektro brakes will not work on the front, I found the Shimano CX70 that look like they might work on the front if I use the smallest spacer. I was also wondering if I will need to replace the levers, if so what levers would work ?

Canti brakes on a 27" to 700cc conversion will not be as powerful unless you get a brake with a ton of adjustment. The leverage isn't there.

While they look funky and are pricey, I've heard these do a good job on 27" to 700cc cantilever conversions
