After talking to the owner and doing some research here on this forum, were comfortable with the discoloration being a change in the chrome finish. The consensus it was heated to remove a bottom bracket cup (which boiled-off the outer layer of chrome) - this leaves behind the exposed nickle. Chrome won't adhere to steel or brass or copper - you must first plate it with nickle.
