This is a bit left-field, but for the very first touring bike I had, I bought a small rear rack and installed it on the front.

You might have to be a bit creative with the fix to the crown, and working around the brakes, but it provides everything -- a place for panniers, albeit a bit higher than a low-rider, and with the right rack, a top deck, and if properly installed, shouldn't move around.

I've often considered using the same arrangement again, but have pared my touring needs back to two rear panniers and a handlebar bag. I do, however, have plans to install one on a home-made Xtracycle that I am collecting parts for.
