What you should look for is dependent on your needs. To go against the trend, I would say that the bike you ask about will be heavier than the others that have been mentioned. However, if you don't plan to lift the bike a lot, or to do a lot of hill climbing (you do mention a hilly town), it could serve you well, especially if your budget is extremely limited.
The better chromoly or aluminum framed mountain bikes will probably end up costing more, especially in NJ. So, your choice is really a cost/benefit decision... If money is your key concern, then learn (as you are here) the compromises, and wait for what is the best available within your price range. Do remember that many used bikes are likely to need some replacement parts (cables/brake shoes, chain etc) and/or some maintenance (clean/lube). You may be able to tell that when you test ride the bike.
