As with any used bike, there's no warranty. You wouldn't be the original owner. That is one reason why it's only worth half the new price.
A delta like that is heavy and not particularly easy to push down the road. It's mostly meant for riding around the neighborhood or up & down rail trails. Don't buy it based on the line that recumbents are fast.
