(First of all, a 650b wheel is 584mm. A 26" MTB wheel is 559mm. I assume you just made a typo.)

Uhhh... nope. 59+23 = 82mm. So unless you measured wrong you won't have enough reach without using drop bolts, brazing on canti studs, or some other major solution. This will not be a simple bolt-on.

650b conversions work best and make the most sense on road racing frames that use short reach brakes. Frames that do not allow the use of wider tires/fenders. Your Trek should already fit reasonably wide tires so I'm failing to see your motivation for a 650b conversion.
