A bike frame with taller head tube and shorter top tube is really not a modern concept, most taller bikes in the '70s and early '80s were all built with tall seat tube and head tubes relative to top tube length. Back then seatpost only came in max 250mm length.
The last couple vintage frames I bought were measured 60 and 61cm seat tube ctc with 57 and 57.5cm top tube ctc.
