It's not just the amount of cable pull that matters, but also how far the lever has to travel to achieve that. Fortunately, that relationship is determined by one thing that is quite easy to measure - the distance between the lever's pivot to where the cable head attaches. This measurement is typically about 30-35 mm for V brake levers and 22-26mm for canti levers. Looking at the pictures quickly, I'd guess they look more like V brake levers, but you should measure it directly. The H-L adjustment doesn't look sufficient to completely change the type of lever, it probably only serves to fine-tune the lever feel.
