From the perspective of the driver, the cyclist on the sidewalk/crosswalk is to be treated like a pedestrian.

Regardless, the driver's statements about the flashing walk sign (if it wasn't red) is certainly incorrect.
A bunch of stuff is unclear.. Did OP stop? He mentions in his last sentence he was riding 8mph.
A cyclist riding his bike, IMO is not a pedestrian by virtue of the fact that he's riding where pedestrians walk. Maybe in eyes of the law he is.. I don't know.
I don't think there's any such thing as a flashing walk sign. Either "Don't Walk" is flashing, or "Walk" is solid.
