A couple of points:
As in many other places, in Indy the differences between MUPs and sidewalks, and the regulations of their uses, are often grey, as opposed to black and white.
Irregardless of laws prohibiting riding on sidewalks, the concept of 'riding against traffic on a sidewalk' makes no sense.
I read at least one mention of making eye contact with a driver - how does that work if he or I am wearing sunglasses, he has a tinted windshield, etc., etc. Or, most importantly, if he looks but does not see?
