For this specific situation, I was actually riding with traffic on the sidewalk, but was trying to turn left where the vehicle was turning right. This does, of course, leave this situation up to personal opinion (and common cycling experience) as well as state laws. Eye contact isn't necessarily required at every intersection, but it certainly is practicing good judgment, especially for safety's sake.
